Detailed summary: I would like to examine in depth the way the Southern Cone countries are contributing to the Paris Agreement, what their energy systems look like, where energy transitions are possible and/or underway and what policies and institutions are successful or unsuccessful in their implementation. Inspired by Uruguay, I'd like to look at Chile, Argentina and Paraguay for regional outlooks.
